According to a report by "Time", Africans in New York City erupted into an orgy of violence on a hot day in the summer of 1977. For the 40th anniversary of this event, we examine the ethnic and racial rates of arrest for murder.
According to data provided by the Pew Research Center, the population of the United States of America (USA) in 2013 has the following demographic distribution, in which Hispanics are grouped into a separate category.

The category, "Other", is for either an unspecified race or a mixture of multiple races. For the Hispanic population, we distribute the count in this category to the other categories in proportion to their current counts. For the non-Hispanic population, we normalize the data in the same manner. The results appear in Table 2. (For all calculations, we used the maximum precision allowed by our computer although we show only the rounded results in the tables in this essay.)

In 4,850 incidents (out of the above 8,383 incidents), the agency that handled the arrest reported whether the suspect is Hispanic. This ethnic data for the 4,850 incidents appears in the row titled "Actual" in Table 4. In the row titled "Estimated", we estimated the number of Hispanics by assuming that the proportion of Hispanics in 8383 incidents is identical to the proportion in the 4850 incidents.

In order to determine the rate of arrest for Hispanics, we assume that the rate of arrest for each ethnicity or race in the Hispanic population is the product of a constant and the rate of arrest for the same ethnicity or race in the overall population.[1] Under this assumption, we determined the numbers of arrests in Table 6, where the data for Hispanics appears in its own category.

with Hispanic Africans Grouped with Africans
The data in Table 7 and Table 8 confirms that differences in culture and genetics produce differences in behavior among ethnic and racial groups. This data is consistent with the fact that African nations and Hispanic nations (in Latin America) have much higher rates of violent crime than a typical European country like Germany (before it was inundated by anti-Western immigrants).
Evolution produced differences in culture and genetics among ethnic and racial groups. We should respect those differences and adjust our immigration policy accordingly.

1. An appropriate name for this constant is the coefficient of Hispanic aggression (CHA). For the data in this analysis, the value of CHA is 1.8889 . It is the multiplier by which being Hispanic amplifies the rate of arrest for murder. For example, within the European population, the rate for Hispanics is almost 2 times the rate for non-Hispanics.
